To me it looks like an infected, dried inflorescence of a Rubiaceae member (Ixora type?; note the typical stipules and leaf-scars). The fine whitish structures could be of dehisced anthers. The petals / corolla lobes might have been dried and shrunk.
This is just an assumption and I may very well be wrong.
