Likely L. cuspidata.  Similar dense spike inflorescence and spine tips on
bracts as appears to be on photos.

Check plant height, L.cuspidata is said to be  about a metre high, whereas
fasciculata is called a herb/undershrub , actually 'prostrate ' in FOPak,
so perhaps is shorter.
