My initial guess was also Pavetta-like ornamental, (Rubiaceae).

But Alka-ji's  suggestion of Fuchsia arborescens seems very likely.

The flower and inflorescence structure in the first and second pictures
show the two layers of 4-merous  perianth, narrow corolla tube and a
calyx/hypanthium  similar to the common garden species Fuchsia
