 I am unfamiliar with L. robustum, and the links via Google Images were not 
definitive. I've forwarded the photos to a friend at Leu Gardens in Orlando, 
Florida, USA for his input. When and if I hear a response, I will let all know. 
In the meantime, hopefully others may have additional information.

 From the tree's position (near a graded road cut), I would surmise that a 
vigorous, non-native species is at least possible, barring any additional 
information.

If we move into the family Oleaceae as suggested by you with the genus 
Ligustrum , then it can be Ligustrum robustum has a elabotate inflorescence and 
it is an invasive species in South India Several online reports suggests so].
