Garg ji, I think both the species are distinct. I would follow Gamble's and Fr. Matthew's treatments. Crotalaria semperflorens is a high altitude, W.Ghats element, whereas C. verrucosa is a common weed in the plains. Besides, they differ in many of their morphological features, not just flower color. It would be interesting to study (anatomy, molecular study, etc.) further about this group, and also to see if any intermediate forms have been recorded.
