No the images on the FOI site are not of Rhodiola heterodonta.
They may well prove to be R.bupleuroides (which therefore represent a more 
Westerly occurrence thanWest Nepal for this species but many typically Nepalese 
or E.Himalayan occur in Uttarakhand).
I am not familiar enough with R.bupleroides at this stage to comment further.
Always easier to say what something is not, than what it definitely is.
