I agree that this is close to Rhodiola fastigiata but Rhodiola is a difficult genus identification-wise. I am still uncertain about distinguishing between a number of species from Ladakh & the NW Himalaya. So cannot confirm at this stage.
Stewart, who knew this plant as Sedum quadrifidum (with a var. fastigiatum) with records from Amarnath being very common at high altitudes in Kashmir @ 3600 to over 5000m.
