Yes, this is the distinctive and widespread Pedicularis longiflora var. tubiformis. A plant utilised in Tibetan Medicine - known as LUG RU SER PO. Damp places, bogs; common in Tibetan borderlands from Pakistan to SW China @ 2700-4800m. I have come across it in many places incl. Ladakh. Very long slender corolla tubes. Many Pedicularis are pollinated by Bombus but such bees would require an exceptionally long proboscis to reach any nectar, so presumably resort to cutting a hole at the base instead?
