Jeanette Fryer has named this as Cotoneaster cf. wattii G.Klotz - which is NEW to eFI.
It belongs to the Bacillares Series but is not C.bacillaris. Previously only recorded from H.P., so this represents an extension to its known range but no doubt it has been in Uttarakhand all along. I located a specimen of what is probably this at the bottom of the Rohtang Pass. The TYPE specimen was collected in forest near Narkanda by Watt - holotype at Dehra Dun.
