This is indeed a Dicot and not at all a fern.  It looks to me rather like
an Astilbe or some related genus, but I don't know Dicots.  I have seen it
around in the Himalaya, but don't know what genus it is.  Ah yes, you'll
find it in Polunin and Stainton's Flowers of the Himalaya, page 466,
perhaps Astilbe rivularis?
