no i have not noted it.
there are many of these plants near pawai lake, Chota Kashmir area. One is in 
Ruia college from which i knew the name.
If anybody from Mumbai goes to Chota Kashmir garden with the fantastic cameras  
now available can as well capture the blue cotton.
In this garden there are many of the cycas plats also planted  both male and 
female with micro and mega sporophils which were discussed as one line few days 
back.
some very big cacti are also seen.

The Fruits like small bananas. But they are almost wood so cant eat those.
After full maturity the fruits open sowing small seeds covered with blue 
cotton. Please write if some of you have noted this blue cotton.
