Thanks Garg ji, My first impression on seeing the closeup of the leaves and flowers was Melaleuca bracteata, as I myself have seen Melaleuca bracteata. But Melaleuca bracteata is a tree, native to Australia. And my plant was growing wild, most likely, in Manipur, and that too a small shrub or herb (see the pic ct079).
