yes pencil cactus,. Suvarna *Euphorbia tirucalli*. it flowers in hot and humid weather, and when its mature new leaves also come out then (i see a few very small green leaves on your plant, esp in extreme left lower corner, when enlarged) needs somewhat humid heat
