 I recently found this grass again and after studying it , I am at the 
conclusion that this is Eulaliopsis binata (Bhabar grass) as that is found on 
dry slopes of lower Himalayas.

The images of Eulaliopsis binata present on site  looks matching and is also 
matching with illustration present on Flora of Pakistan.
