Thanks Garg ji and Tapas ji.

I believe the posted plant is *Acacia nilotica* subsp. *nilotica *... not
far from my guess* Acacia nilotica subsp. tomentosa *(not accepted widely).
The posted plant is in vicinity of a large stream.
I have read that the matured trees of *Acacia nilotica* subsp. *nilotica*
shed their thorns / spines.
Here is page of a book - The CABI Encyclopedia of Forest Trees
<https://books.google.co.in/books?id=cBf4AgAAQBAJ&pg=PA23&lpg=PA23&dq=Deeply+constricted+subsp.+tomentosa&source=bl&ots=Tk5J7ws2Mx&sig=W1f9qe0h6jR9W8SsVHlCJMxmwp8&hl=en&sa=X&ved=2ahUKEwicgMvjiYPfAhVBpY8KHRHRBacQ6AEwBnoECAgQAQ#v=onepage&q=Deeply%20constricted%20subsp.%20tomentosa&f=false>
... I hope it is available for reading. There is another reference
page at Tropical
Forages

.
