 Background

On the ground in 166 countries, the United Nations Development Programme
(UNDP) is the UN's global development network, connecting countries to
knowledge, experience and resources to help people build better lives.
Environment and sustainable development is one of UNDP's four key areas of
work, together with poverty reduction, improved governance and crisis
prevention and recovery.

The UNDP Environment and Energy Group (EEG) is based in the Bureau of
Development Policy and is responsible for providing leadership and technical
support to delivery of the Environment and Sustainable Development pillar of
UNDP's Strategic Plan.  Its main focus is on helping countries develop the
capacity to fully incorporate environmental sustainability into development
at national and local, but also global and regional, levels.  The principal
areas of work are in environmental mainstreaming, environmental finance,
adaptation to climate change, and local governance of resources, including
energy.

Climate change is a priority area for EEG.  Building on a history of climate
change projects, tools, and resources, UNDP's objective is to play a leading
role in the UN's climate change efforts and mobilize greater and more
diverse resources for climate change initiatives.  In UNDP's Climate Change
Strategy, four pillars are identified: 1) Support the design of integrated
climate change strategies; 2) Promote adaptation actions; 3) Drive
investment towards lower carbon technologies and sustainable land use
practices; and 4) Integrate climate change into UN and UNDP develop
assistance.  Each pillar contributes to UNDP's effort to build a new
development paradigm, a paradigm that mainstreams climate change into
development planning at all levels, links development policies with the
financing of solutions and helps countries move towards more less carbon
intensive, yet sustainable economies.

Country needs for technical support for climate change adaptation
initiatives are expected to grow.  To respond to such increasing needs in a
timely manner, EEG is developing a roster of adaptation experts who can
provide wide-ranging, targeted technical support for the development and
implementation of adaptation initiatives. An expert roster will be developed
for each region (e.g. Asia & the Pacific, Western & Central Africa, Southern
& Eastern Africa, Eastern Europe & CIS, Arab States, Latin America & the
Caribbean). Upon receipt of a request from a client country, a consultant
who has the most qualified portfolio for the task (e.g. types of support
needed; language skills; regional experience) will be swiftly mobilised to
meet the needs. Each request from a client country is expected to vary; some
requests may be for technical support for project development while others
may be for technical support for project implementation.

UNDP is soliciting the submission of CVs (individuals, not firms) to be
considered for registration in the adaptation expert roster of UNDP EEG. The
expert roster will consist of highly-qualified and experienced consultants
for each region/sub-region. Only the applicants who pass all screening
procedures will be registered for the roster.

Duties and Responsibilities

TASKS

The regional/international consultant will provide wide-ranging technical
support for the development and/or implementation of adaptation projects,
based on a request from a client country. Typically, technical support for
project development and implementation consists of the following:

1. Project Development

The regional/international consultant will work closely with the national
consultant, whose role is to lead the in-country work of developing national
ownership of the project, and project technical specialists.  The
international/regional consultant will:

   1. a) Contribute to the preparation and successful implementation of
   national workshops, including stakeholder consultation workshops, inception
   workshops, and other activities in the project development phase.
   2. b) Complete a report for stakeholder consultation and inception
   workshops, and an implementation plan for the project development phase.
   3. c) Provide advice and technical inputs to the project team on key
   outputs of the project development phase, which would feed into the
   preparation of the comprehensive project proposal.
   4. d) Provide quality control of the outputs of the project development
   phase to the standard required by UNDP.
   5. e) Provide guidance and input to the preparation of a comprehensive
   project proposal.  This should comprise the provision of advice and guidance
   on:


   - Developing the relevant baseline development strategies, plans and
   programmes.
   - Adaptation options based on a review of existing vulnerability
   assessment and stakeholder consultations.
   - Articulating the distinction between baseline and additional
   strategies, policies and measures to address climate change risks.
   - Identifying other experts that may be required in the development of
   the project.
   - Total budget and workplan.
   - Monitoring and evaluation framework including impact indicators and
   sources of verification.
   - Co-financing and strategic partnerships.

    6.  Capture and disseminate lessons learned and best practices.

Project Implementation

The regional/international consultant will work closely with the national
project team to provide targeted technical support for project
implementation. Task that the regional/international consultant is
responsible for may include the provision of guidance on:

   - Accessing and analyzing climate information (historical data and
   climate change modeling) and impacts/vulnerability assessments.
   - Integrating climate change risks into national development strategies,
   plans and programmes.
   - Developing and implementing cross-sectoral and sectoral adaptation
   strategies, policies and measures.
   - Implementing concrete adaptation measures at national, sub-national and
   community-levels.
   - Developing and implementing strategies to scale up adaptation through
   private-public partnerships, innovative financial mechanisms, etc.
   - Developing enabling environment and institutional/individual capacities
   to advocate, develop, implement and monitor/evaluate integrated climate
   change adaptation policies, plans and measures at the national, sub-national
   and community levels.
   - Developing strategic partnerships with relevant initiatives at the
   regional, national, sub-national and community-levels.
   - Effectively capturing and disseminating lessons learned.

EXPECTED OUTPUTS

Project Development

   1. Inception report which sets out the workplan for the project
   development phase, consultants needed, and budget lines (5 pages).
   2. Technical papers on various issues related to the project, including:


   - Baseline situation
   - Barriers to adaptation
   - Adaptation options and the use of alternative/appropriate technologies

   These working papers will provide substantive input to the project
document (10 pages).

   - Support the national consultant (NC) to draft the monitoring and
   evaluation framework for the project document.
   - Support the NC to prepare a business plan for the project which should
   include co-financing and partnership options.
   - Review of and comments?on the final project proposal as prepared by the
   national consultant.
   - Report of the project development phase, which sets out the
   achievements of the project design phase, stakeholders that were consulted
   and budget spent.
   - Preparation of any endorsements required by the source of funding.

Project Implementation

   - Timely provision of technical guidance on various aspects of projects,
   which may include: a) accessing/analyzing climate information and
   vulnerability/impacts assessment; b) integration of climate change risks
   into national development strategies, policies, programmes; c) effective
   implementation of cross-sectoral and secroal adaptation strategies, policies
   and measures; d) strategies for scaling up; e) capacity development; f)
   strategic partnerships; and g) knowledge management.
   - If requested, technical papers on various aspects of project.

 CONTRACTING ARRANGEMENTS

The retainer contract will be issued by UNDP/EEG for a period of 2 years and
a maximum total of 120 working days.

Upon the receipt of a request from a client country, the
regional/international consultant with the most appropriate experience will
be contacted. The regional/international consultant will notify UNDP/EEG of
his/her availability within 2 days.

CONDUCT OF WORK

The regional/international consultant will work with?the national project
manager and UNDP-Regional Coordination Unit with day-to-day supervision by
the Regional Technical Advisor (RTA) for Adaptation. Frequent communication,
and advisory services with the other team members, is expected from the
regional/international consultant.

The regional/international consultant will perform his/her duties from
home-base through e-mail, telephone and fax correspondence combined with
short, focused in-country missions (as approved by the UNDP RTA).

The regional/international consultant is expected to attend relevant
meetings and workshops at the country level, including stakeholder
consultations, inception and validation meetings. The regional/international
consultant may undertake project site visits (subject to clearance by the
RTA).

The regional/international consultant will draw from existing reports,
overviews and information sources and not conduct primary data collection or
analysis. To the extent possible, information that already exists such as
from the NAPA and other international documentation should be utilized.
Where necessary, and in discussion with the RTA, additional technical
assessments may be undertaken.

Competencies

   - Excellent team player with good interpersonal skills
   - Ability to manage workload with minimum supervision
   - Ability to work under pressure and tight deadlines
   - Ability to accommodate additional demands on short notice
   - Ability to work in a multi-cultural environment

 Required Skills and Experience

Education

   - Master's degree (or preferably PhD) in climate science, environmental
   studies or closely related fields

Experience

   - A minimum of 7 years of progressive relevant experience in the field of
   climate change adaptation or relevant fields
   - Extensive experience with project development and implementation for
   climate change adaptation or relevant fields
   - Experience in working and collaborating with governments an asset
   - Experience in training an asset
   - Experience working within the UN system an asset
   - Fluency in English, required
   - Fluency in other UN languages (French, Spanish, Russian, Arabic) an
   asset
   - Extensive working experience in region/sub-region(s) (Asia & the
   Pacific, Western & Central Africa, Southern & Eastern Africa, Arab States,
   Europe & CIS, Latin America & the Caribbean)
