POWO is based on their own kew database i.e. WCSP. Here The Plant List <http://www.theplantlist.org/tpl1.1/record/tro-26400910> is based on Tropicos (a compilation of data based on Flora of China) and not on WCSP <https://wcsp.science.kew.org/qsearch.do;jsessionid=3B54D943E366C102EE28D9DB4868C3FB.kppapp05-wcsp> (as they do not have cured data with them for this).
