This is *Vitex negundo *var. *purpurescens*. Lower surface of leaves and the entire inflorescence will be purple. I think the leaves are variable in Vitex. Leaves in seedlings have toothed margins whereas margin is smooth/entire in mature ones. There are some horticultural varieties with toothed margins too. With regards
