Looks close as per images and details at Hemidesmus indicus <https://sites.google.com/site/efloraofindia/species/a---l/a/apocynaceae/hemidesmus/hemidesmus-indicus> It is found at similar elevation in Western Ghats as per details herein. Pl. also check in Flora of Bhutan and other sources.
