It looks like Strobilanthes cruciata but the corolla is pubescent which is wrong for Strobilanthes cruciata but I can't see detail very clearly. I think more phoyographs and preferably specimens are needed to be certain what this is - it may be a new species - there a lot of local, endemic species of Strobilanthes in NE India, Are there are any location details or notes on flowering time, altitude etc?
