It is indeed  Argyreia cymosa.   Thanks Garg-ji and Rakesh ji for
confirmation, and Gurucharn ji for resurfacing .

Very distinctive and handsome flowers and foliage, reported once common in
Coromandel  coastal regions .

 But near Chennai  this locality was the only one I had seen, alas soon
lost to urban growth.
