After going through the keys in Flora of China <http://www.efloras.org/florataxon.aspx?flora_id=2&taxon_id=105695> and species in Checklist of Nepal <http://www.efloras.org/florataxon.aspx?flora_id=110&taxon_id=105695>, I think it is Carpesium nepalense <https://efloraofindia.com/2019/08/28/carpesium-nepalense/> only.
