It is as simple as that. First find out whether plant is new to only to Andhra Pradesh or India, checking all relevant publications. If you are sure it has not been reported earlier, prepare your manuscript with proper citation, description. Prepare a herbarium specimen and deposite (send) to some local/ national Herbaria. You may then send the manuscript to Journal you want to publish in (Bulletin Botanical Survey of India, Journal Indian Botanical Society, Indian Forester, Geobios, Phytotaxa, etc.). Send only to one Journal you choose, if not selected you can try another.
