I have labelled my observation as *Justicia wynaadensis* (Nees) T.Anderson.

But, as said earlier, I am not totally convinced with the ID.
*J. wynaadensis* flowers are borne in pairs, on spikes 5 - 10 cm long.
Maybe the main axis of a developing spike has failed to elongate or branch
due to some variation OR environmental stress.

No observation photo / herbaria in the GBIF gallery

flower, all of them show conspicuous spikes.
