I am not sure about the difference in phyllaries of the two species. I
checked on the internet: In both species, the phyllaries are linear, hairy,
and arranged in overlapping rows.

I think we can go with the two features that clearly point to *V. indica*,

   1. The flower heads are erect (upright) on slender stalks (and not
   drooping / nodding on slender stalks)
   2. The leaf base is stalkless (sessile) with rounded "ears" (auricles)
   clasping the stem (not narrower, tapering base with very short stalks).
