It seems to me  mealy bug (Paracoccus sp.) infestation. It is very
very highly devastating nature. It attacks almost all plants with
latex and mucilage. Mostly prevalent in dry locations. Infestation is
less during rains. in Tamilnadu especially in Coimbatore all most all
hibiscus (shoe flower) plants have been killed by this insect. It has
protection from ants also.
