I contacted Miroslav Dvorský (Czech scientists who had worked  on the
"Flora of Ladakh"  (http://www.butbn.cas.cz/ladakh/main_english.html ).
He has identified this as  *Halogeton glomeratus (M. B.) C. A. Mey*.,
