Agreed with Manoj ji, it is not P. argyrophylla as silky hairs are missing
But I feel it is not even Geum elatum (now Acomastylis elata) which is a
much different and smaller plant

To me now this appears as Potentilla fulgens with interruptedly pinnate
basal leaves and taller plant.
