I just found one interesting thing. In the code chart Common Indic Number Forms at http://www.unicode.org/charts/PDF/UA830.pdf, there is something known as North Indic Rupee Mark (A838). What is this? Was this included as a placeholder for the Rupee symbol? Another discovery I made just now- there is already a Bengali Rupee symbol in Bengali code chart.
