I need at least one report, from some *.gov.in site, recommending /
preerably mandating use of unicode in e-governance projects. 

I was asked to look at implementing "computers" in my organisation,
which currently does not have even a typewriter. And at the
presentation by the PSU agency providing the service, I was appalled
to find that data is being entered in ISCII. 

Though the servers would run LAMP, there is no "recommendation" on the
client side OS. Naturally, most users will end up using pirated OSes,
with support only for ISCII (probably) using GIST. 

I need to give them a fine rap on the knuckles, and I am not quite
able to point out precisely why they will use Unicode. 

It is not that I am wanting in material or skill or knowledge about
Unicode. 

What I need is something like "government says use Unicode". And all I
need is one or two links to some web page / pdf file (duh! pdf!!)
saying something like "all e-governance projects should use Unicode".
