m17n , ibus etc use an engine to give the input after getting the
keystrokes, so you can have a single key giving out multiple characters or
a conjunct or even a whole word!

I actually had a question regarding the layout. I followed the below link

As for getting ्र" and  "र्" it cannot be done with single keystroke in
Inscript, you have to type  ्   and र in two keystrokes.

The above link probably shows details of layout on Windows, same should be
available via Inscript in Linux, but with some limitations.
