Mungkin jangan di uninstall dulu ...:) Ini masalah security. Mulai di Db 9i, agar user sys bisa diakses dari remote anda bisa gunakan password file.
Coba cek parameter "remote_login_passwordfile". Nilai default nya NONE. Buat password file. Parameter tsb. bisa dirubah ke "EXCLUSIVE" di init.ora. Restart Database.
