kalo ngelihat dari error log nya sih sepertinya masalah service nya yg engga bisa start "server engine cannot be started (Rep60)" kamu udah cek file tnsnames.ora cek juga ip address, dan juga coba ping dari client, siapa tahu aja masalah network, dan juga coba cek port dari ip tersebut tersebut, apakah sudah terpakai atau belum. kalo tidak yakin dengan port nya, coba ganti dengan port yg belum terpakai.
