RAC bisa kok jalan under XP / 2000 Prof ,hanya tidak bisa menggunakan RAW Device harus menggunakan Cluster File System..saya sudah melakukan itu untuk ujicoba sebelum melakukannya di Production yang dulunya masih Windows,namun sekarang udah di migrate ke linux semua untuk RAC nya..
