Database link menggunakan tnsnames.ora file. Check dulu connectionnya dari yang gak bisa tnsping, time out biasanya terjadi karena hostnya unreachable. Jadi kemungkinan kasih informasi hostname/ip address nya salah di tnsnames.ora
