coba mulai debug permasalahan satu per satu
1. tnsping bisa atau tidak
C:\> tnsping [nama_komputer / nama_database ]
2. listener jalan atau tidak
C:\> lsnrctl status
3. database offlline atau online
C:\> sqlplus \nolog
SQL> conn / as sysdba;
4. Minta TS personel untuk bantu cek kabel jaringan
4. minta oracle DBA untuk bantuin koneksi ke database
