You're thinking too much, mate. Phlox is never wrong. What can a girl do to have a 'quality time' with someone she likes? Many! However... T'pol is not an average girl. She is a vulcan. That's where the vulcan meditation comes in.
Archer/T'pol pairing, although looks good, will never work. Firstly, Captain-Commander relationship has been written by Peter David for Star Trek New Frontier. Making the same pairing for Enterprise would be 'funny'. Secondly, Archer's father's failure in becoming the first earth 'astronaut' was the cause of Vulcan's crappy decision and for this, Archer hates Vulcan's arrogance. It would be awkward for audiences to see Archer putting aside that feeling to fall for a Vulcan Commander that easily. It would be out of character.
