No.. I don't think non-corporeal beings can be considered as people. They can be light, energy, cloud, spirit, angels, demons, or even gods. We don't normally call them people. DS9 looks at them through Bajorans' POV.
But, mate... what you're saying only applies to those who believe in 'Sang Maha', which is The Prophet. Cardassians do not share the same belief as Bajorans, and they look at things from different POV. Their emissary is Pah-Wraith hybrid. What is 'citranya'? If you mean they are invisible to naked eyes, probaly right, but you must remember, both Pah-Wraith and The Prophet are sensitive to a certain substance that could destroy them (I forget the name, it begins with 'C'). All powerful doesn't mean all indestructable. Power is anything that comes out from your strength and passions, which can be used to achieve victory. Both physical and psychological. You can turn passions to strength to power. Both positive and negative feelings can be the source of power. Love is power Beauty is power Hate is power Anger is power It is up to us to manipulate them.
