One of the Data is about their plan to study the Borg. Even at that time, the Hansen was asking starfleet permission to do their research but starfleet didn't grant them because it is to dangerous. So they decided to buy their own ship and go. The impression that I get is at that time starfleet has already know about the presence of the Borg. So my question is stand still..
