IOM Jakarta is looking for a Gender & Human Rights Officer according

General functions: 

Under the overall guidance of the Programme Manager in Jakarta, the
incumbent will provide technical assistance to the project
"Strengthening the Indonesian National Police through Institution
Building, Phase II" implemented at national level and in the province
of Aceh, with a view to enhance women's representation, gender
mainstreaming and support gender based activities. In particular,
he/she will:
1.      Assist the Indonesian National Police (INP) and project
implementation team to assess the needs of the INP in the area of
gender mainstreaming and propose appropriate actions to improve the
support provided by the project to the police in this area (taking
into account the local context in Aceh and implementation of the
Shariah Law);
2.      Conduct a gender analysis of IOM – INP cooperation in the context
of the contribution to the  INP capacity building and support to the
reform efforts  with a view to make specific recommendations for
gender mainstreaming and elaborate a Gender Action Plan outlining
concrete activities (including, assessments, inputs policy changes, 
outputs, timeline and estimated resources) to enhance women's
representation, gender mainstreaming and support gender based
activities; follow-up and be responsible for the implementation of the
Gender Action Plan;
3.      Provide guidance and technical input to the project team and the
Indonesian National Police (INP) for the promotion of gender
mainstreaming and human rights to ensure that gender is taken into
account and incorporated in all project outputs and project activities;
4.      Review and evaluate all project outputs (training modules, resource
materials, lesson learned, etc.) and undertake periodic
monitoring/assessment of project activities to make recommendations
for improved project implementation as regards gender and human rights
issues;
5.      Train INP master trainers, supervise and mentor the INP master
trainers during field level training and train IOM project staff, as
required;
6.      Assist Programme Manager in Jakarta and Project Manager in Aceh in
preparing project progress and completion reports as required by the
donor, IOM and key stakeholders;
7.      Conduct regular assessments and produce a detailed report on the
effective implementation of international human rights standards and
in the context National Action Plan on Human Rights ; 
8.      Perform other duties as may be assigned.

Desirable Qualifications:

University degree in Social or Political Sciences, International
Relations, Law, and/or alternatively, a combination or relevant
training and professional experience. Minimum five years of work
experience. Excellent knowledge, skills and previous work experience
in the criminal justice system, mainly, gender (in an Islamic context)
and human rights; previous experience in working in post conflict area
and managing post conflict trauma and peace building issues. Excellent
 training and facilitation skills 

A satisfactory level of computer literacy (MS Word, Excel,
Power-point, Microsoft Outlook and the internet). Good communication
and negotiation skills, personal commitment, efficiency, flexibility,
drive for results, respect for diversity, and creative thinking.
Ability to build the capacity and supervise staff and coordinate
project activities. Ability to work effectively and harmoniously in a
team, along with key-stakeholders from various cultures, religious
beliefs and professional backgrounds.

Thorough knowledge of English is essential. Familiarity with the local
language (Bahasa Indonesia) is an advantage. 

Working experience in the region is an advantage.
