The difficult and protracted situation in the past 23 years has resulted in a depersonalisation of the Timorese, giving the youth, born during this period a false character which harbours attitudes and behaviour that deviate from the Christian virtues which should be the guiding light of our lives. The Timorese Youth have imitated a way of life which is not ours, which is alien to people of East Timor, imitated a way of acting and reacting which fails to respect other people and their properties. The Timorese Youth have acquired a bad habit that can only be found in societies where pronounced difference gap between the persons promote these social diseases. With sadness we have heard that several Timorese youths have accustomed themselves to 'attacking' houses and shops and shops to extend money by threatening the owners. With sadness we have noticed that several Timorese youths have adopted the voice of gambling as a way of life. With sadness we have heard that many youths are engaged in intrigues and distrust cach other, making us 'enemies of ourselves'. We are facing a difficult and critical period. The reforms in Indonesia give everybody the opportunity to consider and discuss problems of East Timor and her people. We fully understand the problems that affect the Timorese Youth, especially in connection with the policy planned in the field of education and vocational training of the rising Timorese generation. This is our main concern, and we wil do our utmos in order that a solution to the problem of East Timor could end the anxieties and fears of the Timorese youth concerning their own future, But all of these cannot be solved overnight, all of these will no be solved without a solution that respects the wishes of our people. In order that everybody could contribute to the search for a solution which provides a wider opportunity for the creativity and energy of the Timorese youth, we appeal to a total and permanent restoration in ourselves of the East Timorese character that we can be proud of. We appeal to the Timorese Youth to give up gambling, drungkenness, disrepect of other persons, destruction of properties and, especially, the practice of violence. We appeal to the Timorese youth to practice friendhip, trust, mutual respect and dialogue with others. We appeal to the Timorese youth to practice consultation, constructive criticism and self-criticism in order to become more united and mature. We also appeal to the youth to continue their studies in order to become a capable and devoted youth for the interest of our people. We appeal, therefore, for a fierce struggle to totally eradicate dereliction and vices which discredit the Timorese Youth, and unacceptable behaviour in an educated society.
