"A ballot could only be participated in by East Timorese living in the province and anywhere within the Republic of Indonesia," Agus said after giving a lecture for public relations officers of the provincial administration. A referendum on the other hand could involve East Timorese living abroad who could come to the province or any place in the country, he said. "If those living abroad wish to take part in the direct ballot, it is not enough for them to hold it in the country where they are based," he said. Agus thus asked the press not to confuse the two terms. On the arrival of eight platoons of the mobile brigade here to secure the direct vote, he said they will work side by side with some 286 members of the United Nations civilian police. Asked whether they will deployed in areas prone to unrests, he said, "They will be deployed in all districts of the province." He also assured that the presence of the mobile brigade in East Timor is not meant to be a "show of force." It is to ensure that all people here could take part in the direct ballot without feeling pressured, he added.
