E. Timor: Liquisa Incident A Misunderstanding

Dili, Jul 5 (ANTARA)- East Timor Governor Abilio Jose Osorio
Soares said the Liquisa incident on Sunday was a misunderstanding
between local people and the UN Assessment Mission on East Timor
(UNAMET) personnel.

"It was a misunderstanding. It was background by several attacks
against local people by an unidentified group during the last two
weeks," Soares said here Monday after visiting joint health
service, a cooperation between the province ang the UN Children's
Fund (UNICEF).

Some local people have recently been attacked by an unidentified
group when they work in the field. Some others residents were
killed by the group.

"Those incidents have become a trauma for them (local incident),"
he said.

Soares expressed hope that the incident in Liquisa, some 38
kilometers west of here, will not happen again in the future.

He also denied an issue that a UNAMET office has been a target of
vandalism by certain groups.

The incident at Maliana, for instance - where pro-integrationist
threw stones at the office-was not aimed at attacking on UN
personnel.

That incident was a clash between pro-integrationists and pro-
independence groups, one of which took refuge in a UNAMET building.

Meanwhile, the head of UNAMET, Ian Martin, said that the mission
has decided  to draw back all international staff members from
Liquisa to its Dili headquarters following an attack by the pro-
integration group Red-White Iron (BMP).

"UNAMET has also asked the Indonesian Police to work at its
best based on the May 5 Tripartite agreement," he said.

The incident started when the UNAMET team and some non-govermental
organizations returning from refugees camps in Sare village,
Ermera districk, were attacked by the BPM in Liquisa.

Among the NGOs included in the mission are Law Human Rights and
justice Foundation (HAK) and Timor Aid.

The attack injured five people and left six persons missing while
a UNAMET car was badly damaged.

The Director of the HAK foundation, Aniceto Guterres Lopes,
regretted the attack, and said that the NGO has urged the
Indonesian Police to investigate the case and take legal measures
against the attackers.

The military wing of the anti-integrationist group Fretilin,
Falintil, last Saturday attacked the BMP group, shot one to death,
and injured two others.
