Federal agency and capital hill staff will present an overview of funding, budget, new 
legislation, plans for implementing homeland defense in 2003. Members of the new 
Department of Homeland Security have been invited. Names will be announced once

Grants Workshop -- Afternoon Track 1(LA, San Fran and Philadelphia)

The Grants Workshop will provide the attendee with important information about federal 
agency plans for over $3 billion in grants to first responders for training, 
communications and outfitting. Attendees will learn where the funding is located, how 
to obtain, win grants and how to survive the audit process.  Speakers will also 
address such subjects as writing grants, how grants are evaluated, key actions to 
undertake while preparing for release of the grant notice, how to prepare for the 
audit and compliance checks, and resources for tracking new grant releases.

All workshop attendees will be given a free copy of the Homeland Defense Grants 
Database -- a $395 value.

support to homeland defense and homeland security. Opportunities to be covered include 
bio-technology, R&D, information technology, cyber security, infrastructure

Risk Minimization and Avoidance for Government and Corporate Executives Afternoon 
Track 3 (LA, San Francisco and Philadelphia)

This track will examine practical safeguards that should be considered by government 
and industry with respect to risk mitigation, continuity of operations, and business 
planning.  Topics include:

Corporate and HR Workplace Strategies for Dealing with Anthrax, Smallpox, and Other 
Biological/Chemical Threats Afternoon Track 4  (San Francisco and Philadelphia)

        This workshop will review the specific threats of various biological and 
chemical agents and how these threats might arise in the workplace.  A special 
emphasis will be placed on contingency plans for suspected Anthrax contamination and 
workplaces that have been inadvertently exposed to the vaccinia virus because of 
direct OR third-party contact with recipients of the smallpox vaccine.  We will 
address the "nuts and bolts" of how a company should prepare for such scenarios, 
including who to call and what to do in the event of contamination or infection.  The 
workshop will also provide an overview of the legal ramifications, including a 
breakdown of when workers compensation insurance will respond to employee injury and 
how best to limit liability through workplace education and proper planning.  The 
hospital response to the federal smallpox vaccination program will also be examined.



 About this conference

This administration will direct billions of dollars through federal and state agencies 
with the goal of improving America's ability to detect, respond, recover and 
reconstitute from terrorist attacks.  Many of these improvements will directly assist 
state and local leaders as they also respond to national disasters and major 
industrial accidents.

Funding will include pending funds from the First Responder Initiative now before 
congress.  This $3.5 billion dollar initiative will be focused at state and local 
needs for communications, emergency medical and first responders.  America's 3,000 
counties and 18,000 cities all have varying needs and requirements based on 
infrastructure and threat.

This conference will examine the development of strategies, requirements, solutions 
and plans at the regional, state and local levels.  Federal agency support programs 
will also be examined.

About the Speakers

Michael Paddock
CEO
Grants Office, LLC

Michael Paddock has been in the business of grant seeking since 1993. A graduate of 
Syracuse University, he has consulted with dozens of organizations and municipalities 
in the Northeast US and the District of Columbia. He is an active member of the US 
Interagency Electronic Grants Committee's State and Local Subcommittee, and he helped 
found the New York State E-Grants Project, on which he serves as a convening member.

Christopher L. Rissetto

Partner, Government Contracts & Export Compliance Group

Christopher L. Rissetto practices in the areas of grants and infrastructure, including 
environmental law, government contracting, infrastructure development and 
appropriations legislation. His practice emphasizes the Clean Water Act, government 
contracts and other environmental law, such as Superfund, the Safe Drinking Water Act, 
the Clean Air Act, and other public works legislation. Additionally, he counsels 
clients on transportation issues including the Intermodal Surface Transportation 
Efficiency Act of 1992 and other transportation grant programs, including the FAA.

Mr. Rissetto's practice involves representation of large and small municipal clients 
and private corporations. He is highly educated and informed in many areas, including 
Clean Water Act regulatory programs, including EPA construction grants audits, NPDES 
permit strategy, pretreatment, and enforcement defense, wetlands permitting by EPA and 
the Corps of Engineers, Superfund, hazardous waste cleanup contracting, and related 
procurement, bid protest, construction claims, suspension and debarment, legislation, 
and litigation. Mr. Rissetto also practices in grant programs of other agencies, 
including the U.S. Agriculture, Commerce and Justice Departments.

Stephen M. Sorett
Partner, Government Contracts Group

Stephen M. Sorett is an attorney in the Washington, D.C. office of Reed Smith who 
focuses on all phases of government contracting with an emphasis on outsourcing, 
privatization, and project finance transactions. For many years he has dealt with all
