The functions operate on a bucket, but are not inclusive of the end time.
For example, the 1h bucket starting at midnight UTC ends at 00:59.999999999
UTC, and does not include 01:00 UTC.

The point at 04:00 is NOT part of the bucket starting at 03:00, so the
value is 116 - 95 = 21. Note that this is exactly the same as the other
buckets. The bucket starting at midnight gives a spread of 21, which is the
00:45 value minus the 00:00 value (27 - 6 = 21), not the 01:00 value minus
the 00:00 value (32 - 6 = 26).

The fact that your WHERE time range extends to 04:00 inclusive doesn't
affect the query return. The exact point at 04:00 is not part of any 1h
bucket except the one it starts, and there is no other value in that hour
to which to compare, so it returns zero.
