Limiting max-concurrent-queries, query-timeout, max-select-point, 
max-select-series, etc. only raises the expected errors for internal continuous 
queries. 

Running "select * from db" through the API raised no errors and returned 
thousands of points just fine, even if max-select-point = 10, for example. Is 
this how those options are intended to work? I would expect that it would 
return "ERR: max number of points reached" in this case.
