SELECT * FROM foo WHERE time > now() - 10m

For monitoring whether something has been in a particular state for 10m or
more, I would recommend using Kapacitor:
https://docs.influxdata.com/kapacitor/v0.13/introduction/getting_started/.
It's a monitoring tool built to work with InfluxDB.
