The same reason some things are in the browser and some things are in browser plugins. Moving inner product is not yet a common enough need to add to the core database. Kapacitor is a faster moving, less complex set of code, so it can be expanded in more ways without causing issues with persistence, writes, compactions, ad-hoc queries, etc., all of which are constant complexity challenges for the database.
