It appears you have some config cruft from InfluxDB 0.9. Those configuration options are no longer valid in InfluxDB 0.13 and are ignored by the system. ( https://docs.influxdata.com/influxdb/v0.10/concepts/09_vs_010/#continuous-query-execution )
