Larry, I just did a 1.0.0 to 0.13.0 downmigration on my personal box. Stopped the service, install the new(old) package, started the service. No issues with writes or queries. Telegraf is happy, Kapacitor is happy (I hadn't upgraded them to 1.0.0 yet, they were still the 0.13 versions.)
I don't think there should be any issues, with the possible exception of the "autogen" vs. "default" retention policy issue. 1.0.0 creates databases with an "autogen" retention policy. 0.13 creates them with the same RP named "default". If you created a database in 1.0 and then downgrade, it might confuse tools which hard-code the name of the RP.
